我国新型农村社会养老保险制度的现状分析及对策研究
摘要
众所周知，当前我国已然进入老龄化社会，但我国经济尚处于较低水平，国家、社会和家庭都面临着较为沉重的养老压力，养老问题成为我国社会未来一段时期内的重大问题，特别是我国近9亿的农民的养老问题，更是成为中国目前绝不可忽视的大问题。为此，我国已经建立农村社会养老保险制度，希图提早准备应对未来的养老难题。养老保险制度是我国全面建成小康社会的一个重要举措，也是缩小城乡差距的必然要求，对于我国未来的经济发展和社会稳定至关重要。虽然我国实施的新农保较于旧农保已经呈现出明显的优势，但是，新农保也不是尽善尽美的，无论是在制度设计上，还是在制度实施过程控制力方面，还是在实施效果的保证方面都存在着不完善的地方，这就需要我们进行全面深入细致的分析探讨，以求更好地完善现行制度。本文拟对我国当前农村社会养老保险制度的实施情况及暴露出的问题进行探讨、归纳和总结，并针对问题提出科学合理的对策建议。
