要
农村养老保险制度是社会保障体系的核心内容，也是构建社会主义和谐社会的一项重要制度。目前，我国农村养老保险制度存在着诸多问题，不能满足农村养老的实际需求，需要结合我国国情进行改革，具体来说，从加强立法建设，建立有效的养老保险基金使用管理制度，从全面推进多层次养老制度体系建设、扩大非缴费型和基本养老覆盖范围、重新界定政府在养老保险体制中的职能，并对中国养老保险制度发展趋势进行探讨与研究，建立更加符合我国国情的农村养老保险制度。
