vestors即合格境外机构投资者，作为一种过渡性制度安排，QFII制度是在资本项目尚未完全开放的国家和地区，实现有序、稳妥开放的特殊通道。在货币尚不能自有兑换的今天，QFII不失为一种通过稳健引进外资的方式。在该制度下，QFII将被允许把一定额度的外汇汇入并兑换为当地货币，通过严格监督管理的专门账户投资当地证券市场，包括股息及买卖价差等，审核后可转换为外汇汇出，实际上就是对外资有限度地开放本国的证券市场。中国的证券市场的发展已经历了12年的历程。笔者认为QFII制度的施行在货币尚不可自由兑换，资本市场尚未完全开放的中国，有较为积极的影响和意义，对进一步完善，健全，发展中国的资本市场有着极强的推动作用，同时，QFII制度的实施，也是中国自2002年加入WTO后，进一步融入经济全球化，推动我国金融领域对外开放的一项有利措施。
