成本管理作为企业管理的一个重要组成部分，已经成为中小企业发展中一个突出的问题。对中小企业成本管理理论与方法的进行研究对指导成长型中小企业成本的实际工作提升企业成本管理工作效率和质量具有重要的指导意义。本文首先定义了成本管理的相关概念，并介绍了国内外成本管理体系和方法的研究。依据我国中小企业成本管理的现状具体提出中小企业存在成本管理观念落后，成本管理方法陈旧及成本资料不真实等问题，并提出造成这些问题的因素。藉此提出解决改善我国中小企业成本管理的一些措施和新的成本管理方法。最后以资阳正力实业有限责任公司为案例，就其面临的传统成本管理问题，提出运用全面成本管理理论来改善。
