确保会计资料合法、真实、准确和完整的重要环节。随着社会主义市场经济的发展和现代企业制度的逐步建立和不断完善，会计的作用也越来越凸现出来。它是通过立法赋予会计机构、会计人员可以正当行使的职权，也是我国经济监督体系中最直接、最主要的监督手段，是我国经济监督体系的重要组成部分。长期以来人们对它寄于厚望，但回顾历史，会计监督的作用却一直不尽人意。会计改革以来，客观上要求进一步强化会计监督，而事实上会计监督却呈现出低效率、弱化势态，因此加强和完善会计监督职能已迫在眉睫。要加强会计监督我们可从两方面入手即外部会计监督和内部会计监督，从而加强法律体系建设，建立健全的内部监督机制和良好的会计监督模式，提高单位负责人的会计监督责任，发挥注册会计师在市场经济建设中的作用，培养高素质的会计人员等，这样才能发挥会计监督的职能型。
