在过去的十年中，中国已经转移到扫盲，促进九年义务教育的学校教育，尤其是贫困地区和少数民族地区，并取得了巨大的成功，但它似乎在地区一项艰巨的任务，其中教育的机会是有限的。但是，我们应该设定，到2010年，九年义务教育应该认识到，在青年和中年的成年人文盲率的目标应减少到最低限度。只有这样，才能提高中国的国民教育水平。
