工程实施阶段的索赔所涉及的内容是十分广泛的，通过阐述介绍索赔的定义、分类多种多样的索赔机会及其前提条件，探讨工程建设施工中索赔的成因、有关施工索赔的相应程序、以及提高施工索赔管理水平的方法。工程项目管理的核心是合同管理，而合同管理的关键又是索赔管理。工程索赔是业主和承包商双方在工程实施过程中发生的重要业务活动，其实质是业主和承包商对相互间承担风险的再分配，在施工合同的履行过程中发挥这巨大作用。本文介绍了工程索赔的含义、导致索赔的因素、施工索赔的一般程序及索赔争端的一些可行的方法和建议。在遭遇索赔情况时所依据的法律保护和国际索赔所应遵照的国际条款都作出了简单的介绍。研究的内容主要包括：（1）国内外研究现状；（2）索赔的分类以及相关的处理方法；（3）国内建设工程索赔存在的主要问题及分析。并通过案例对相关结论进行了验证。
