摘要：
1978年，党的十一届三中全会作出把党和国家工作中心转移到经济建设上来、实行改革开放的重大决策。我们党全面把握国内外发展大局，尊重农民首创精神，率先在农村发起改革。农村改革发展的伟大实践，极大调动了亿万农民积极性，极大解放和发展了农村社会生产力，极大改善了广大农民物质文化生活。更为重要的是，农村改革发展的伟大实践，为建立和完善我国社会主义初级阶段基本经济制度和社会主义市场经济体制进行了创造性探索，为实现人民生活从温饱不足到总体小康的历史性跨越、推进社会主义现代化作出了巨大贡献，为战胜各种困难和风险、保持社会大局稳定奠定了坚实基础，为成功开辟中国特色社会主义道路、形成中国特色社会主义理论体系积累了宝贵经验。
