要
计算机软件技术和网络技术在军事领域的广泛应用和日益普及，使得军队后勤建设模式发生了日新月异的变化。当今时代，高技术战争的本质就是信息化，人类战争形态正在进入信息化战争阶段。信息化战争是体系和体系的对抗，运用综合集成的方法构建一体化军事体系，已成为建设信息化军队的基本途径。适应世界新军事改革发展趋势，紧密结合中国国情军情，积极推进中国特色军事后勤改革，实现军队后勤建设由半机械化、机械化向信息化的转型，全面建设信息化后勤，是全军后勤面临的一项战略性工程。而在信息化后勤建设中，全面加强军队财务信息化建设，不仅是应对世界新军事变革挑战的必然要求，也是维护国家安全统一和日益拓展战略利益的客观需要。只有逐步推进军队财务信息化建设，努力完成财务信息化改造，才能紧紧跟上现代信息化建设的发展进程，为军队跨越式发展提供强有力的财务保障。
